TLC Asociados hace de su conocimiento las publicaciones en el Diario Oficial de la Federación relacionadas con el comercio exterior y aduanas del día 19 de diciembre de 2016, realizando una breve semblanza de cada una de ellas, como sigue:

SECRETARÍA DE HACIENDA Y CRÉDITO PÚBLICO.

Convenio por el que se prorroga la vigencia del diverso que celebran la Secretaría de Hacienda y Crédito Público y el Estado de Sonora, para la internación e importación temporal de vehículos al Estado de Sonora.

Se prorroga hasta el 31 de diciembre de 2017 la vigencia del “Convenio que celebran el Gobierno Federal, por conducto de la Secretaría de Hacienda y Crédito Público y el Gobierno del Estado Libre y Soberano de Sonora, para la internación e importación temporal de vehículos al Estado de Sonora.

SECRETARÍA DE MEDIO AMBIENTE Y RECURSOS NATURALES.

Decreto por el que se reforma y adiciona el artículo 127 de la Ley General de Vida Silvestre.

Se reforman las fracciones I y II, el segundo párrafo y se adiciona una fracción III al artículo 127 de la Ley General de Vida Silvestre relacionado con las multas que correspondan conforme a los criterios señalados en dicho artículo, resaltando lo indicado en la fracción II como sigue:

1. Con el equivalente de 50 a 50000 veces la Unidad de Medida y Actualización a quien cometa las

infracciones señaladas en las fracciones I, II, IV, V, VI, VII, VIII, IX, X, XI, XIII, XIV, XV, XVI, XVIII, XIX, XX, XXII, XXII Bis y XXIV del artículo 122 de la presente Ley.

Artículo 122 fracciones XXII y XXII bis indican:

XXII. Exportar o importar ejemplares, partes o derivados de la vida silvestre, o transitar dentro del territorio nacional los ejemplares, partes o derivados procedentes del y destinados al extranjero en contravención a esta Ley, a las disposiciones que de ella deriven y a las medidas de regulación o restricción impuestas por la autoridad competente o, en su caso, de la Convención sobre el Comercio Internacional de Especies Amenazadas de Fauna y Flora Silvestre.

XXII Bis. Importar, exportar, reexportar y comercializar marfil, cuando no cumplan con los tratados internacionales de los que México es parte y con la legislación aplicable.

SECRETARÍA DE ECONOMÍA.

Decreto por el que se reforman, adicionan y derogan diversas disposiciones del Reglamento Interior de la Secretaría de Economía.

Se reforma el Reglamento de la SE para señalar las atribuciones de la Subsecretaría de Minería, las facultades del Abogado General así como precisar, que el Secretario podrá ser suplido en sus ausencias por el Subsecretario de Competitividad y Normatividad, el Subsecretario de Industria y Comercio, el Subsecretario de Comercio Exterior, el Subsecretario de Minería, el Oficial Mayor y por el Abogado General, en el orden indicado.

SECRETARIAT OF FINANCE AND PUBLIC CREDIT

Agreement by which the validity of the other celebrated between the Secretariat of Finance and Public Credit and the State of Sonora for the stay and temporary import of vehicles to the State of Sonora, is extended.

The validity of the “Agreement celebrated between the Federal Government, through the Secretariat of Finance and Public Credit and the Government of the Free and Sovereign State of Sonora, for the stay and temporary import of vehicles to the State of Sonora” is extended until December 31st, 2017.

SECRETARIAT OF ENVIRONMENT AND NATURAL RESOURCES

Decree by which article 127 of the General Law of Wildlife is reformed and added.

Sections I and II and the second paragraph are reformed, a III section is added to the article 127 of the General Law of Wildlife related to the corresponding fines in regards to the criteria indicated in such article, emphasizing the established in section II below:

1. With the equivalent of 50 to 50000 times the Unit of Measure and Update to those that commit the infractions indicated in the sections I, II, IV, V, VI, VII, VIII, IX, X, XI, XIII, XIV, XV, XVI, XVIII, XIX, XX, XXII, XXII Bis, and XXIV of the article 122 of this Law

Article 122 sections XXII and XXII bis indicate:

XXII. Export or import specimens, parts, or derivatives of wildlife, or transit within national territory with the specimens, parts, or derivatives from and for abroad against this Law, to the dispositions derived from it and to the measures of regulation or restriction imposed by the competent authority or, where appropriate, of the Convention on Foreign Trade of Endangered Species of Fauna and Flora Wildlife.  

 XXII Bis. Import, export, reexport, and trade ivory when it does not comply with the international treaties subscribed to by México and the applicable legislation. 

SECRETARIAT OF ECONOMY

Decree by which the different dispositions of the Internal Regulation of the Secretary of Economy is reformed, added, or repealed.

The Regulation of the SE is reformed to indicate the attributions of the Under-Secretariat for Mining, the faculties of the Attorney General as well as specifying that the Secretary could be substituted when absent by the Under-Secretary for Competitiveness and Normativity, the Under-Secretary for Mining, the Principal Officer, and by the Attorney General, in this indicated order.
